Activity Zone of Sars and Rosières

Launch of the project

The park of activity Sars and Rosières is situated in the Natural Régional Scarpe Reserve Escaut (www.pnr-scarpe-escaut.fr). It is thus 'attracting widespread attention' as regards the environmental quality of its arrangements and its management.
An approach of environmental quality (PALME process: www.palme.asso.fr) started in 2003, in line with the concept of sustainable development.
The participation to the LIFE project allows to decline this approach most closely with its users by implying directly companies, which are the main actors of the business park. It is also a means to be an echo to the will of the companies to group and to work together.

Actions implemented on the Park

Actions "Communication"

  • Creation of the association of enterprises
    Companies of the park wished to join forces to create synergies between them and become a chosen contact of the zone. The realization of the association and its annual action plan contribute to the sustainability of collective actions engaged in the long term. On March 12th, 2009, around a friendly breakfast, business managers exchanged on the objectives and the means of the association. On April 16th, the first meeting of the office took place. The priority actions for 2009 were distributed within various thematic commissions, and the actions are underway: recruitment of a guarding company, study for the installation of photovoltaic panels on the roofs of companies, draft of a specifications for an ecological and landscaped maintenance of the private plots of land …

    First action of the association was the creation of the web site of the association (www.ecoparc-a23.com), to facilitate the circulation of the information on the park of activities: news, practical information, companies' contacts... 

Actions "Waste"

  • Diagnosis and optimization of the company management
    The current waste diagnosis allows to quantify the waste by type, to decrease then the produced quantities and to optimize the sorting and the collection on the scale of the park of activity. The first objective is to reduce the impact of the waste on the environment, but it also allows to reduce costs related to the management. The involved company so develops an eco-citizen image, and makes sensitive its employees, beyond their workplace.
    The diagnosis is led in the form of field visits, in 19 companies. Secondly, an analysis of the providers collecting the identified waste is realized. An individual report by company will be proposed in August, 2009.
    Recommendations will then be made, with a medium-term accompaniment for the implementation of the solutions.

Actions "Energy"

  • Energy conference
    An conference entitled "To analyze and to master its energy consumptions" gathered in February, 2009 the companies of the park. Organizational, behavioral and technical solutions were proposed to save the energy. However, the expectations of companies were not totally met, due to the lack of concrete testimonies.
  • Implementation of the consumptions monitoring
    Energy advisers of the Walloon Union of Enterprises developed Excel spreadsheets allowing the easy follow-up of the electricity, gas and fuel oil invoices. Three companies received the visit of the Life-SMIGIN project officer to help them in the implementation of the follow-up. The results obtained over one year will be communicated, to arouse the interest of the other companies and spread the tool.

Actions "Mobility"

  • Improvement of the public transport services
    It is important to rethink the public transport service on the occasion of the zone extension. The localization of bus stops close to companies (future and present) made the object of a meeting between the manager of transport, Association Ecopark A23 and the CCIV in May, 2009. At present, a stop is planned, but the CCI would like to implant a supplementary stop in the entrance of the zone. The questions of the plan, the schedules and the frequencies of passage are tackled. From a global point of view, it seemed convenient to lead a study on the mobility and the accessibility of the park, what has been decided during a second meeting with the community.

Actions "Landscaping"

  • Development of en eco-landscaped plan
    The objective is to realize an ecological and landscaped arrangement of the green spaces and the wetland of the park of activity within the framework of its extension taking into account the identified ecological stakes: to participate in the meshing with the close environment and in the functionality of a major axis of birds migration.

General approach / methodology:

  • Synthesis of the wildlife and floral studies of the site
  • Ecological arrangement plan of the green spaces and the wet zones according to the vocation of spaces     
  • Elaboration of a plan of ecological management of the green spaces (in June, 2007)    
  • Integration of this arrangement plan in the market of landscaping works
  • Realization of the landscaping works (spring, 2009)
  • Distribution of a guide "Green spaces and biodiversity"
    In the continuity, the sensitization of the community and the companies continues, with the distribution of a promotion guide of the eco-arrangements and the differentiated management. This document is under way in partnership with the Walloon Union of Companies.

  • Advise to companies on the maintenance of the private plots of land
    In the continuity of the arrangement of public places, the Life project concerns itself with the private plots of land. The committee "green spaces" of the association of companies benefited from an accompaniment for the draft of a maintenance specifications. This document promotes the differentiated management by the green spaces and proposes a mutualization of the service.

Actions "Water"

  • Rain waters management
    The eco-landscaped development plan integrated the requirements in management of rain waters: infiltration in the plot of land, bum around of expansion of floods, preservation or creation of the network of wetland… These arrangements combine the hydraulic function, the ecological interest by a management and adapted plantations, and the landscaped conservation conferred by the localization in entrance of the zone.
  • Mise en place d’un système de télé relève
    Pour lutter contre le gaspillage de la ressource en eau, il existe un système de télé relève avec émetteur d’impulsions posé sur les compteurs d’entreprises. Interest for businesses is to track their consumption in real time and be alerted immediately upon detection of a leak. The project will be implemented once the agreement of the operator and the subscription of businesses.

Actions "Security"

  • Service of collective guarding
    According to the results of the global report on the park, a problem of insecurity was emphasized. In January, 2008, a specifications "collective guarding" was elaborated in association with companies. In March, 2008, the providers were consulted, followed by a presentation of the results of the consultation to companies. In October, 2008, a new adjustment meeting was scheduled by the new adviser of the Life-SMIGIN project: presentation of the guarding service providers, possible financial plans, distribution of a questionnaire of selection of the provider, etc. (13 companies on 22 interested, 6 candidate providers, 4 answers of companies on the choice of the provider). The project was abandoned in December, 2008 because of the slowness of decision-making and the absence of a representative structure to contractualize with the provider. In March, 2009, the action starts again thanks to the association of the park recently created which wonders about the relevance of such an operation. The reflection is about a system of video surveillance today.

Feed back of the project leader

"The landscaping is the main asset developed on this park. It was at first a will of the planner, considering the place of the park in rural zone and its localization in the Regional Natural Reserve Scarpe Escaut. Then, in the course of the project, companies appropriated the quality of the site and mobilized through the management of their plot of land. The Life-SMIGIN project really took its sense during the creation of the association of companies, in January, 2009. The grouping of the business managers was one of the first recommendations. Strength of communication and persuasion, the business managers became aware of interests which united them. The actions come true with and by companies, what legitimizes them and guarantees their success. Certain actions abandoned by the CCIV are taken in a different way by companies today.

A network dynamics legally recognized by companies and institutions is developing. The sensitivity of the business managers in the environmental action redraws this park in a real laboratory for the Valenciennes territory, joining totally the Life-SMIGIN project".
