Park of the "Aérodrôme"
Launch of the project
Created in 1971, the park of activities of the Aerodrome East was gradually the object of a degradation bound to a strong evolution of the activity: important traffic of the site by the heavy goods vehicles and the employees' vehicles in particular. In this progressive degradation of the public equipments, difficulties of management were added because of the number of concerned administrators (3 municipalities, 2 intercommunalities).
In answer to this degradation, the association of the companies of the park was created in 1996, with the goal to come up to the growing concern.
In 2004, the requalification of the park of activities of the Aerodrome East started. It was the object of a PALME approach (www.palme.asso.fr) to develop the environmental quality of the park (charter signed in 2006).
Through the Life-SMIGIN project, the parks of activities of the Aerodrome East and West meet in a project of collective management of the environment where companies make a commitment for the development of a sustainable and environmentally friendly welcome area of companies
Actions implemented on the Park
Actions "Energy"
- Energy Conference
An entitled conference "to analyze and to master its energy consumptions" gathered in February, 2009 the companies of the park. Organizational, behavioral and technical solutions were proposed to save the energy. However, the expectations of companies were not totally satisfied, due to the lack of concrete testimonies. - Implementation of the monitoring of consumptions
The energy advisers of the Walloon Union of Companies developed Excel spreadsheets allowing the easy follow-up of the invoices of electricity, gas and fuel oil. Three companies received the visit of the Life-SMIGIN project officer to help them in the implementation of the monitoring. The results obtained over one year will be communicated to arouse the interest of the other companies and spread the tool.
Actions "Mobility"
- Car sharing
A tool of networking of carpoolers is proposed and managed by the local transport syndicate. The Life-SMIGIN project positions as a facilitateur: he establishes a link between the syndicate of transport and the companies of the park, to accompany the promotion of the platform of car sharing, communicate on the approach and make it more attractive. To promote the platform, a breakfast is scheduled on September 8th, 2009. All the companies of the zone are invited and represented by the referents transport determined within the framework of the survey of Zone Travel Plan. The Green Cove company, administrator of the platform of car sharing, will present the tool. - Company Travel Plan
A Companies Travel Plan is introduced thanks to the bridge-building of the Association of companies, the Association of Public transports (SITURV) and the CCIV in the course of March, 2009. The diagnosis of mobility will allow, thanks to inquiries, to understand better the customs of travel of everyone on the park and to develop eco-mobility actions. The project was presented to companies during the general assembly of the association in May, 2009. The questionnaire of survey is in progress.
Actions "Landscaping"
- Order grouping and ecological maintenance of public spaces
To mutualize the maintenance costs of the green spaces of the municipalities and the links between local authorities of the park of activities and improve the ecological and landscaped quality of the site, the CCI of the Valenciennois constituted in April, 2007 an order grouping of maintenance of the public green spaces. The procedure of creation of the grouping as well as the coordination of 3 municipalities, 2 “intercommunalities” and the CCIV required a lot of attention and patience.
The renewal of the market in 2010 will have for aim to integrate, within the new specifications, more precise environmental and ecological clauses. A visit of the park, on March 20th, 2009, in the presence of an ecology specialist and of a landscape architect allowed to emphasize the differentiated management between short prestigious lawns, flowery meadows and late mow, the stop of fertilisers and pesticides, spreading of grinding of the "ligneux" at the foot of shrubs… These propositions were presented to the members of the grouping May 20th, 2009. To make them sensitive in the differentiated management, the zones tests of flowery meadows were created on plots of land of the park. - Ecological and landscaped quality of the private plots of land
3 companies are accompanied to integrate clauses of landscaped and ecological quality, and optimize the costs of maintenance. This accompaniment comes true in several stages:
- Call for nomination of voluntary companies;
- Analysis of the specifications of maintenance of the green spaces;
- Field visit in the presence of a landscape architect and an ecology specialist;
- Recommendations via the elaboration of an operational and accurate specifications.
Companies wait for an accurate calculation of the project before making a commitment. The differentiated management, the maintenance of a part of plot of land by a farmer are still rare practices which it is necessary to stand up for with the ordering party. From the launch of the project, a communication and an experience feedback to all the companies of the park will be organized.
Actions "Waste"
- Waste diagnosis
The objective of the action is to establish a waste diagnosis to manage better the waste within the park of activity in partnership with the association Aéropark and the private enterprise implanted on the zone. The project was rescheduled in a later period.
Feed back of the project leader
"On the park of the Aerodrome, the Life project began late with regard to the other parks. Indeed, a park was anticipated to participating in the project, but companies did not wish to subscribe to it. The launch of the approach on the park of activities of the Aerodrome really began in the early January, 2008 what leaves little place with the realization of the actions.
On the other hand, the implication of the association in the project is real. Nevertheless, few companies are joining. A particular method of work was privileged in the form of calls for nomination in the newsletters of the association. We find also news flash on the various led actions, the stake there being to arouse an interest with the 90 % not involved companies this day".
