Mobility | Action sheet M1 - Mobility Diagnosis
General mobility diagnosis
Objective and interests:
Collect the general information on mobility in order to guide the choice of future actions.
Steps
1. Collate information
The project leader assesses the situation regarding the below-mentioned items related to mobility on and in the direct surroundings of the park :
• Accessibility profile of the park of economic activity (PAE) :
The identification sheet of the PAE collates all information concerning:
- the offer of transport : train, bus, private and public shuttles, tram,
- facilities on the Park: presence of pavements, bicycle paths, bus shelters , parking places - for trucks, carpoolers, cars, cycles-, street lighting, the state of road safety: road signs, marking on grounds, public roads network suitable for heavy vehicles, marking of the Park from major roads and of enterprises at the entrances of the park.
The project leader makes a location on the ground by taking photos of the strategic places.
• Mobility management within enterprises:
A mobility questionnaire allows the project leader to assess the interest of companies, their needs and their degree of involvement in existing or future mobility actions. In the Walloon Region, it’s interesting to base itself also on the PDEThis is a question of studying, implementing and monitoring, for one company or a group of companies, measures designed to promote long-term management of transportation relating to the particular company. In principle, all transport is covered but in fact PDEs focus primarily on movements of personnel from home to work (and vice-versa) or travel as part of their work. Authorities themselves can take part in such a scheme. See also http://mobilite.wallonie.be. (Travel management plan of companies: see on the site http://mobilite.wallonie.be) that companies of more than 100 persons are legally obliged to realize.
• Mobility management on parks of economic activities and in the direct surroundings:
The carrier of project meets a series of public or private actors of the mobility, namely:
- the mobility coordinator of the municipality
- the regional company of public transportation
- the “intercommunale”
- the club of enterprises of the Park
The purpose is to know the previous, current and future mobility projects on the PAE and feel which human or financial resources firms would be ready to invest in the project.
If a Mobility Plan of the Zone of Activity (PMZA)Company transport plans for a business park as a whole. or a Municipal Mobility Plan (PCM)Planning document covering mobility for one or more local authorities. It pursues the aims of improving accessibility and mobility, road safety and the living environment within the territory in question. See also http://mobilite.wallonie.be. has already been realized, it is necessary to consider it.
2. Synthetize the information and draft a report
The project leader realizes a synthesis of all the above-mentioned information and gets a list of interesting actions.
He presents his conclusions to the various above-mentioned key actors who have certain decision-making power to know their degree of commitment in this type of initiative. Based on these opinions, he keeps a list of potential actions.
The keys to success
- Good relationships between the key actors.
- Existence and access to preliminary studies (PDEThis is a question of studying, implementing and monitoring, for one company or a group of companies, measures designed to promote long-term management of transportation relating to the particular company. In principle, all transport is covered but in fact PDEs focus primarily on movements of personnel from home to work (and vice-versa) or travel as part of their work. Authorities themselves can take part in such a scheme. Barriers
- Lack of time for business leaders to respond to the mobility questionnaire
Solution: Take back contact by phone and insist on the interest of such a questionnaire for the company (implementation of a shuttle, for example)
